vICTIM OF online lottery scam can get back th money back

I am In India

I have received on mail from UK National Lottery stating that i won a prize 1,00,00,000.00 GBP and they asked me to pay the amount to Paying Bank towards Account activation fee and cost of transfer and they given the account details to deposit Indian Account but Paying in London.

Please suggest me this will comes under which law and how can i get back my money.

Whether can approach consumerforum in london for help.
