Legal Question in Family Law in Utah

I am the paternal grandmother of two children currently headed for state adoption in washington state. I live in Utah and utah law prohibits my from adopting if i am in a same sex relationship. However Washington does not. We have o do an interstate compact with the sending state (Washington). Which law will prevail. The sending states law or the receiving states law

If the adoption is scheduled to occur in Washington, follow Washington law. Once you have adopted the children, you can return to Utah with them .
