parental rights

My sons biological father has had NO contact for almost 7 years with my son, HAS NOT attempted, even. Is there any way to have his parental rights terminated and my sons last name changed?

A non custodial parent's rights, cannot be terminated without NOTICE and is further is unlikely to be granted on grounds that the parent has not had contact with child for 7 years.

Nor can a child's name be changed without NOTICE and Court Process, merely because of no contact.

Of course you may call you child by any name, including your surname, that is not intended to deceive.

However, you should consider that it may be that your child's father is waiting until he can have contact with his child when you, are no longer between him and access to his son.
