custody rights

my daughter lives in ca. with her boyfriend they have been together 7 years and he still has not married her he is emotionally abusive to her and he has a domestice violence charge against him from his first wife. my daughter just has a baby who is 3 months old born with problems he needs 24 hour oxygen she needs help all of her family lives in Va. she wants to move from Ca. to Va. she is 28yrs old and he is 46 yrs old she wants to come home is this possible?

Of course, it's possible. What's keeping her in California(other than, perhaps, some unexplainable emotional attachment to this abusive boyfriend)?
