In Virginia is there a law that one

spouse has to testify against the other?

No, just the opposite, one spouse may assert his or marital privilege to not testify against the other(spouse)in most matters being litigated at trial except in certain limited circumstances involving domestic violence issues or other matters(I believe) involving the abuse and neglect of children.
