17 year old son has not been paid for employment

What recourse do I have for an employer who has not paid my son in months? This was for landscaping and cleanup after Hurricane Isabel. Should I call the Virginia Labor Board, or the IRS since no taxes were taken from the pay my son did receive (he was supposedly going to set that up too)? The fellow has since moved back to Raleigh, NC. He promises and promises but it has been months. I am at a loss.

You could file a complaint with the employment division of the Virginia Department of Labor and Industry (VDLI)and ask them to investigate, but if the fellow has returned to N. Carolina, I would not expect very much to happen with it.
