Testing Job Applicants

I was reading in an employment law book that employer's can only require applicants to take a drug test on the condition that if they pass, they get the job. However, I see so many businesses requiring drug testing for all applicants.

Is it illegal, either federal or not, to have applicants take a drug test and then, if they pass, not give them the job?

Of course, not. How, under any circumstances, could passing a drug test not only automatically qualify the test passer for a job, but require

under pain of possible lawsuit the prospective employer to hire this person?
