Non-paying tenant lost the copy of the lease.

Non-paying tenant lost the copy of the lease. She needs the lease to put water on her name since the water company is turning the water off since it was someone else's name who does not live there, or not in the lease.
She is asking me to fax the copy of the lease to water company. Can i say legally, pay the rent i will give you the copy of the lease?
