I live in a rental unit with it's own gas meter, the gas has been turned off for years.........

is it law that i purchase heating gas?

There is undoubtedly a housing code which applies to your particular rental unit and which requires that the unit be appropriately heated when occupied by a tenant, but I would doubt that there is any requirement that the heating must necessarily be supplied by natural gas.
