Legal Question in Personal Injury in Virginia

Car accident in a shopping center in Virginia. other car failed to stop (where a stop sign should have been ) hit me on the drivers side and totaled my car?

police office did not ticket anyone told me at the hospital it was on private property.....dont understand? please advise

Forget about the fact that the driver who apparently "t-boned" you in the shopping mall parking area did not receive a ticket from the police officer who was called to investigate the incident as that in no way

precludes you from pursuing this driver for the recovery of your damages

incurred from this accident. (Tickets are normally not issued by police

officers in accidents occurring on private property which includes shopping

mall parking lots.)
