Are pocket bikes legal to be driven on Fairfax, Virginia neighborhood streets by someone under the age of 18?

Per Va. Code Sec. 46.2-100(definitions), a pocket bike would seem to qualify as a motor driven-cycle with a gasoline engine displacing less than 150cc, and therefore as a motorcycle would have all the same requirements of any other such street legal bike in the Commonwealth and could apparently be operated on any street or road by any driver who is at least 16 years and 3 months of age and who has a valid Virginia driver's license with the required motorcycle endorsements.
