Legal Question in Real Estate Law in Virginia

My property is part of an ingress/egress road to the neighborhood...many non property owners have been cutting through because we paved the road through a road maintenance agreement...2 other neighbors not associated cut access driveways onto it...(they do not pay fees to maintain the road...Can I install a coded gate to allow only homeowners and their guest to cut through the ingress and egress which is on my private property?...please note that the ingress and egress from my property intersects a state maintained road...even with private property signs people think this is a shortcut...also we have posted a speed limit of 25, however...people are speeding accross our property endangering our children and pets...1 dog already killed by a speeder...please advise a way we can deal with this legally...Thank you
