Legal Question in Wills and Trusts in Virginia

problem with executor

My grandfather died recently and named his step-daughter as executor of his will. His estate was divided as follows she and her sister were each to get 1/4 of all real and personal property and monies and 3 other people, me, his only grandchild included, were to each get 1/6. My question is about his personal belongings. As executor does she have carte blanche to distribute things as she sees fit. I have requested certain items but so did her sister and in every case her sister has received the item. Is this not prejudicial and showing favoritism toward her own relations? I am the only one who has yet to get their share of the his personal items and many times she has promised to send me an inventory and has failed to do so. she has also insulted and refused to answer my inquiries about distribution saying that she is the executor and i have no right to question her. Is there anything I can do, how do I obtain an accounting of what she has already done, since she won't provide one. As an executor is she allowed to show such favoritism to one beneficiary, and what can I do about it?
