If someone borrowed an item from you worth a few hundred dollars and is inrefusal to return them after asking for it back for at least a year and a half do I have any legal rights or actions I can take against them for it, to get it back or the monetary value back?

You should document that you've asked for it back by sending a letter certified mail. Then think about what proof you have that the item is your should then deny it. If they refuse to return the item you can try reporting a theft to the police. If they take no action you can sue the person in small claims court.
