Death of lessee
My brother died on October 1st. He was handicapped and fell in the apartment and bled to death. His rent was subsidized by Hud. My mother paid the first,last, and damage deposit. The landlord walked in to show the apartment while I was cleaning and I asked about the damage deposit and last months rent. I was informed that there would be no money returned to my mom and that my brother had to give a 20 day notice. My mother just paid the rent the day before. Landlord listed the charges against the deposit and last months rent as the rug had to be replaced and the apartment painted plus of course the 20 days. The rug was already worn and stained and the walls were chipped on corners and showed signs of wear when my brother moved in. He lived there 3 years. I shampooed and cleaned about every 2 months. There is more but don't have the room.

First, please accept my condolences on the loss of your brother.
His landlord is being pretty difficult. Obviously there is no way to give 20-days notice of one's impending death. Gives you a month to clean the place, as the rent is paid. Also, as a practice tip, take pictures.
This is a deposit disposition problem, which I love doing. Go review RCW 59.18.260, .270 and .280, and look at his rental agreement.
