Back Child Support

My Husbands Father, is being granted disability benefits by the state of wisconsin, He has not pay child support since my husband was 11 he is now 23. Our question is this. Will the back child support be payed now and if so..will it be payed to my Husband and his siblings aged 26 and 19 or to My husbands mother?

Child-suuport arrears are owed to the mother and not to the child(ren).
