Legal Question in Credit and Debt Law in California

My wife inherited a house with her sister, it's in a trust

Can she apply for a home improvement loan with her using my credit without my permission.

If so can I stop it?

Don't quite understand. If she has not applied, then tell her she does not have permission to apply for the loan relying on your credit. Besides, you would have to sign loan papers so simply do not sign them.
