Hi.

Quick question.

How can I clean/seal a Infraction (littering ticket) i received 4 years ago?

When someone searches my name on Google, it is the first thing that shows up on the court's website.

Is there a way I can petition the court (see a judge) and make my case?

Please help.

Unfortunately, every minor embarrassment in every life is recorded on the internet for all time. (It may be some small consolation that, as a convicted litterbug, you'll no longer be eligible to be drafted by the Army.) You could try one of two things: You could consult a company that specializes in Internet reputation repair. You could start a personal web site and search-engine-optimize it so that the first 10 or 20 Google hits under your name are pages from your web site.
