absent father awol- can i get full legal custody?

i live in Georgia, my children's father lives in California

i left him 2 1/2 yrs ago due to his continuous crack binging episodes. i did not divorce him because, as it turned out, we were not legally married as his previous marriage contract was not dissolved at the time of our wedding and when he found that out he never attempted to resolve it. since i left he has given some money and had some visits with the kids, but nothing legally ordered and only according to his whim. 5 months ago i remarried, now i am unable to reach him and he hasn't sent money or checked on the kids in a month. i found out yesterday that he quit his job. is this abandonment and if so can my husband and i get full custody without being able to contact him? any advice on where to start would be appreciated.
