Foster care and CPS

I am a foster parent who had 2 boys placed with me for permanent placement and possible adoption. Someone made a cps allegation and the kids were taken from school. Social worker said it would be resolved in 2-3 days. The kids have since been placed with another family but have asked to come home. Social worker told me the boys stated they did not wish to return. They called today and told me she is lying, that they wish to come home. Also CPS has 30 days to close the case (it was very simple) but still have not closed and I am therefor still suspended from being a foster parent. I spoke to the director's office today and was told the case was unfounded.This worker is causing Intentional Infliction of Emotional Distress but no one will do anything. I have talked to an attorney for filing a de facto parent petition, but she wants $3000 non refundable, is this my only option??
