Legal Question in Civil Litigation in California

parking on city streets

Ok my brother and his wife just moved into a rental with a roommate. The day we were moving everything in there were quite a few cars parked on the street. One of the neighbors called and filed a complaint with the property managers that there were cars parked in front of her house. My brother was written up for having a complaint and he was told one more complaint and they were out. Does the neighbor have the right to do this?
