Proper service of summons possible by mail in a Federal lawsuit?

Court: U.S. District Court, Eastern District of CA

Location of defendant: WA

I was sent two copies of the summons and the complaint

(incomplete, since it didn't contain, among other things, all

the addresses of the other defendants) by U.S. Priority Mail.

Is this a proper service?

(This lawsuit is being filed against 2500 defendants by a

''tax protestor'' (he's his own lawyer).)

My suggestion is that even if service is improper, you should respond because you do not know what type of perjurious statements to the Court re: service may be filed against you.
