Legal Question in Immigration Law in California

I'm an american citizen but lived abroad long ago and never issued an SSN. I wish to return to US but currently I have 2 kids (2 and 5 years old). I was wondering if i can file a petition for an IV for them although I currently don hold an SSN. Additionally, If i file a petition do I have to wait till it is issued or can i travel to US before issuing it??? What If I issued a visit visa for them, how long will i take me to change their status in US and issue a green card for them???

While I don't understand what you mean by filling a petition for IV, I'm assuming you're referring to some type of visa for your children. If so, you don't need to do that. Just go to the US Embassy and have them register your children as US citizens. Make sure you bring proof of your citizenship as well as your children's birth certificates.
