How much would an attorney charge to draft terms of use and privacy policies for my company's website (no e-commerce functionality)

It would depend on what sort of business your website is conducting and the length of the terms and conditions. Generally, attorney can charge you either a flat-fee or an hourly rate, and the rates will vary depending on the turn-around time and complexity.
