Final pay check still not here

I voluntarily quit my job 18 days ago. Three days ago I went in to pick up my final paycheck, consisting of accrued vacation hours, when they told me that they hadn't ''ordered'' my check yet and would do so right away and it should be available in three days. Today it still hadn't come in.

I do believe that my check will be available any day now, but I know that they should have had the money to me within 72 hours of my quitting. Am I eligible for any ''penalty'' or extra money because it has taken them so long to get me my final paycheck? How do I go about getting the money if I am eligible for it? If this final check doesn't include any penalty money and in order to claim the check I am told I must sign a release stating that I have received all monies owed me should I sign this release?

dont sign anything. go and file a complaint for unpaid wages with the state labor commissioner. they will get you your money and then some.
