Rentals we had that was handled by prop mgmt

Prop mgmt that used to handle our rentals kept all the renters deposit and their reason is - monies were depleted. Are they allowed not to return all the security deposits of the renters:

They need a better story than that. By law, tenants are entitled to prompt (within 21 days) refund of deposits accompanied with a full and individualized accounting for what was withheld from their individual deposits, if anything. Bad-faith failure to refund or account for a deposit to each tenant subjects the landlord to potential double damages. Obtain and read Civil Code section 1950.5 and/or a self-help law book on the art of being a landlord.
