Legal Question in Real Estate Law in California

tenant has vacated and wrote a text that she vacated but did not return the keys. She was going to return after 2 months of rent were paid but still has not after 29 days. I told her that I had the lock changed after 28 days of her leaving. With her security deposit, there was enough for the final month and $200 extra. The lock change required $180 and there was $65 if ckeabubg When does the 21 days begin and what should I do?

If she was planning to return she did not vacate and you should not have changed the locks unless she notified you she did not plan to return. If she planned to return and then did not, you needed to terminate the tenancy through the notice of abandonment process.
