Legal Question in Family Law in China

Two people with different nationalities have residence in China, neither of them chinese, and get married and have a baby. But one day the mom goes on holiday with the baby to her home country and she refuses to come back to the father in china. What can the father do to get to see his baby again? wt rights to the father have in this? Can he get custody? What if the mom refuse to let him see his baby, what can he do?
