Legal Question in Credit and Debt Law in Connecticut

PayPal gave my customer back 41 payments in a charge back, I proved him wrong, still lost the money, appeal denied, what next?

A BUYER THAT USED PAYPAL TO PAY ME FOR MY SERVICES THEN DECIDED TO GO TO THEIR CARD ISSUER AND ENTER A DISPUTE. THE CARD COMPANY THEN WENT ON THE BUYERS BEHALF AND DISPUTED THE PAYMENTS WITH PAYPAL. PAYPAL THEN TOOK THE MONEY FOR ALL 41 PAYMENTS TOTALING AROUND $9,100 AND HELD THEM AS THE DISPUTE WENT ON. I CHALLENGED IT PROVIDED THE NEEDED EVIDENCE BUT THE BUYER STILL WON. NORMALLY PAYPAL OFFERS AN APPEAL BUT THEY DID NOT OFFER THE OPTION. AN APPEAL IS SUPPOSED TO TAKE PLACE WITHIN 10 DAYS AFTER THE DECISION BUT AS IT WAS NOT ALLOWED I CALLED MADE THEM AWARE I WANTED TO APPEAL BUT THEIR OPTION WAS NOT AVAILABLE ON MY ACCOUNT IN THEIR WEBSITE THEY TOLD ME THERE IS NOTHING THEY COULD DO, I ELEVATED THE CALL TO SPEAK WITH A SUPERVISOR AGAIN WAS DENIED THE OPTION TO APPEAL; I SENT AN ELECTRONIC MESSAGE SO THAT I WOULD HAVE A RECORD; AND I WROTE THE CEO VIA EMAIL FURTHER DOCUMENTING THE ISSUE. I NEED TO KNOW WHAT THE NEXT PROPER COURSE OF ACTION WOULD BE THAT I CAN COMPLETE ON MY OWN, BEFORE PAYING COUNCIL SHOULD I SEND A LETTER OF INTENT TO SUE ETC.? I AM PRETTY WELL VERSED IN SELF REPRESENTATION AND BELIEVE THERE CAN BE AN INFORMAL RESOLUTION REACHED IF GONE ABOUT IN THE RIGHT WAY.

Should you send a letter? Sure. But don't write it in ALL CAPS. ALL CAPS ARE JUST ANNOYING. IT FEELS LIKE YOU ARE BEING SCREAMED AT! You being, well versed in self representation, probably already know that you should only send the letter of intent if you are going to follow through. Also, the letter would be more effective coming from an attorney. Good luck.
