Credit Report Question

I have a credit report question. I just ordered my reports and Im showing that a scavenger debt collector has placed 6 collections against me for parking tickets in Washington DC that are 7 years old (when they were SUPPOSEDLY issued on my car). They just did this within the last couple months. How can they do this? I thought 3 years is the age for pursuing debt, and only debt 7 years from date of occurance can be placed on a credit report? How does this apply to parking tickets in DC?

I would not be too concerned with these

unpaid parking tickets appearing on your credit reports as they are unlikely to be a factor in any prospective creditor's determination as to your credit worthiness.
