vehicle repossession

I live in the Dictrict of Columbia. Is it legal to repossess a vehicle. The debtor states to the lender after the repossession that he is willing to pay the past due debt and fees to take back possession of the car and the lender still refuses to accept the debtors attempt to satisfy the debt and take back possession of the vehicle?

Everything that you've described would appear quite legal, not only in DC but any other U.S. jurisdiction. Once the debtor has defaulted on the vehicle loan, causing the subject vehicle to be repossessed, the lender is under no obligation "to accept the debtor's attempt to satisfy the debt and take back possession of the vehicle", if the lender chooses not to.
