Tipping out to salaried employees

I work in a restaurant where the GM works behind the bar as a bartender. So, in addition to a salary he gets the same tips as the other bartenders, as well as server tip outs. I was just curious as to whether or not it is illegal to tip out salaried employees?

Why would it be (as long as these tips are properly reported as required to the tax authorities as part of such an employee's income)?
