Legal Question in Immigration Law in Dominican Republic

Petition for a sibling - how long

I am a US citizen. I submitted petition for permanent resident for my brother (Currently living in the Dominican Republic) in Oct 2003. At this point his documentation is in the California Processing center and the processing date for a sibling at this center is April 2001. How luch time can we estimate will take for this proccess for permanent residency for him will take to be approved and completed?

It is impossible to predict. Over the years these categories accelerate, and then stagnate. When fees increase (as in last summer) USCIS is obligated to speed up the process for a period of time -- although the backlog is based upon the number of pending petitions versus the number of available visas.
