Credit Card Fraud

Parents who are permanent resident take their son's credit card and buy $6,000-$8,000 worth in items without his authorization and also falsified his signature without his knowledge. The son also suffers from a terrible mental illness. Now the credit card company wants the son to pay. Is the son responsible? or Are the parents responsible? Are there consequences for this fraud?
