Constructive Notice?

I need to know the procedure to give constructive notice to a spouse who lives in Pennsylvania. I have her address, but the Plaintiff filing for divorce lives in Florida and needs to know how to serve her notice of for divorce. There are no dependents common to the marriage. I am the mother-in -law and helping my son complete the forms who is in the military in Florida. I could personally serve the divorce papers if this would be permissable. Also what are the filing fees for Walton County? Thank you for any assistance you can give us.
