paternity fraud

I am curently paying child support for a child that is not biologicaly mine. I brought up the issue before the court prior to the desultion of marrige. the judge odered child support enforcement to issue a DNA test through the state at a reduced fee wich was denied by the local(CSE) Child support enforcement Office.Is it possible to now sue my exwife in civil court for child support paid for a child born out of wedlock. I have since thenaquired the DNA evidence to prove it?. And if not possible how can a child support order be over turned?
