Additional Security Deposit at lease renewal

My mother has been renting at a professionally managed apartment complex for over 16 years. Her lease expires January 31, 2007. The management company sent her a notice that her rent would be increasing from $625 to $725 if she decides to renew the lease. The problem is that she is being asked to give an additional security deposit of

$2000. This $2000 deposit will include the $925 deposit already being held from when she first leased her apartment. My mother's question is if this is leagal? Can the managment company impose an additional security deposit on a tenant that is already leasing an apartment. I was under the impression that a security deposit was required for new tenants, not existing ones. Please let me know if my mother has any options. Thank you,

While the amount sounds unconscionable to me, if it might mean losing the apartment, I would pay it.
