Property Title/Taxes Dispute

There are 3 people on a property deed (2 are brothers)The 3rd person is on the top line and the siblings are trying to get him off the deed (their mom signed her part of the property over to him in 2003) by signing a quit claim deed. The 3rd person claims he paid property taxes (which tax records indicate he didn't)and will not sign over the property without additional $$. But he also hasn't paid any of the last 3 years (2002-05)taxes. # 1 - how do we get the back taxes from him & # 2 - how do we get him off the title/deed (if he is refusing to pay current property taxes)We are willing to give him $$ for the 3 years he paid the taxes (he claims), but how do we get him off the deed ??
