Criminal Procedure for Crimes Committed in a Foregin Country

''If a US citizen committed crimes in a foreign country, and the foreign country pressed criminal charges against him and issued an International Red warrant and requested from the US his extradition but there is no extradition treaty between the two countries; Who would press criminal charges in front of the US court system against him and what would be the process? Taking into consideration that charges against him are for crimes which are also considered crimes in the US as Assault, attempt to murder �''

I am not an expert on international law, but I wanted to submit an answer because you have not received a response yet. If the crime was committed outside the US, I don't believe a US court would have jurisdiction over the crime and if there is no extradition, than the US would not turn you over to the foreign country.
