Does Adoption set aside child support arrears

An adoption took place in Georgia 1996. I lived in Ohio and Signed (1) Surrender of Parental Rights/Final Release for Adoption; (2) Acknowledgement of Surrender of Parental Rights; and (3) Affidavit of Petitioner's Representative. My ex-wife moved to Washington State in 2001 and is now trying to have Washington State collect child support arrears based on my divorce degree in 1991. What can I do to stop this?

Something does not make sense. If someone else has adopted the child you should not be responsible for child support. That is one of the perks of giving up a child for adoption. If the adoption did not go through then you are responsible for child support.
