Legal Question in Credit and Debt Law in Illinois

my daughter in law is selling her house. She paid all the utility bills down to zero. Then a bill from Nicor gas appeared for over $500 to the address she is selling. She called them and they said it was a bill from 14 years ago. It was for an apartment building but the apartment on the Nicors listing is not the apartment she lived in. She asked for an itemized bill and they said they could not provide one without a subpeona. Her name has not changed in the 14 years and she has lived in several different places using Nicor. So they could have easily found her and billed her previously. What can she do?

They are not suing her are they? They have not attempted to file a lien. Is there a requirement where she lives that all utilities be paid. If not, wait until they make a claim. IF there is, she have a right to see the bill before she has to pay it.
