Legal Question in Credit and Debt Law in Illinois

Personal loan to friend with limited documentation and no repayment so far...opt

I loaned a friend a total of $1,200. About half of the money I gave him in cash and the other half I wired to him. I have receipts for ATM withdraws I made and money I wired him. My friend verbally agreed to repay me the money (I even was going to let him only repay $900) and has said numerous times that he had sent or wired the money. He has even given me confirmation numbers, but I'm sure he made them up. I even emailed Western Union one of the numbers he gave me and they said that number did not exist. I have a witness (my wife) to me giving him the money and him agreeing to repay me, but I have not received any payments. Also, I'm living in Nebraska and he lives in Illinois. The money I gave him in cash was given to him in Illinois and the money I wired to him was wired from Iowa to Illinois. Should I take him to small claims court? Is so, where?

Generally, you must file in the same county where he lives. Or where the transaction took place.
