Legal Question in Civil Litigation in Illinois

I have a two part question. Can you sue a person multiple times for money owed? And my ex states that if I take him to court for money owed, which is for thousands of dollars, he would file bankruptcy. I have this via text message. Do I have any options in this case?

He certainly can file bankruptcy to get rid of any moneys he may owe--there are limitations in that and in your case depends on the nature of the money owed.
