Co-landlord law

Hi, in Illinois there are 2 sisters who are co-owners of a two flat. They have shared the residence for 30 years. 1 co-owner moved away and rented their portion out to 2 people without the other co-owner's approval. That was in Nov 07. Is this legal? Also more than 2 people have moved in and various people are getting mail there. They have been playing loud music, which vibrates the house, off and on for all this time. They have been asked nicely to keep the music down all this time. Finally the elderly woman just started calling the police. They have no regard for the elderly woman or the law. They laughed in the policemen's faces. They have kept the music down for a couple days but told the police they had 2 more chances and they don't care about citations. Tons of people are in and out and of the 4 people that live up there only 1 has employment. Sometimes the strong smell of cannabis seeps into the hallway and 1 room of her apartment. These guys they savagely beat young women, the don't have regard for anybody. What can be done about this? The co-owner that moved away will not answer her phone and is mad because her sister refuses to sell right now. She did not do a background check or show her sister the lease.

The co-owner needs to consult an attorney right away. This is too fact specific and the co-owner that lives there will need an attorney to help her get a copy of the lease from her sister via court proceedings if her sister isn't going to cooperate voluntarily.
