Child bit by a unleashed dog

My child was bit by a dog while walking down a city street. The dog came up from behind her and bit her - I took her to the ER -should the owner of the dog be responsible for the Emergency Room bills?

Possibly. You need to find out more about the type of dog and also, had the dog previoulsy bitten people. You might also want to see if your town has a city ordinance cincernikng unleashed dogs.
