Legal Question in Real Estate Law in Louisiana

Louisiana home warranty act: revised statute title 9; chapter 9

We are an air conditioning company who has installed the heating & air contioning for a builder that has developed 2 subdivisions with around 300 homes. We are now running into a problem understanding the LOUISIANA LAW (go figure) pertaining to who is responsible to pay the labor and diagnostic fee for repairs over our 1 year warranty labor but under the 2 year home warranty the builder has to give the home owner. The builder is trying to say we are responsible to follow the state law requiring a 2 year warranty on the heating & a/c system. We say the act is between the builder and the homeowner and he is responsible to pay us, not the homeowner. Who is correct or how should this be handled...bill the builder or have the homeowner reimbursed by the builder?
