Buyer never picked up paid for item

A person bought a used car off a friend of mine for $1500 last august.

They paid cash and he gave them the keys & signed over the title, the car needed a

battery so the person said that they were going to go buy a battery and come back

the next morning. They never returned and its now been over a year. This person has

no contact # for them and has been unable to locate them.

What is my friends legal rights here, can he assume that the person is dead/in jail etc. and

has no intentions of coming back for the car. Can this person reclaim the car as his property

since it was unclaimed for over a year ?

Does he have to place legal notices in the paper and can he charge this person if they do

appear a reasonable storage fee for the space it has taken up in his yard. Or should he just

report it as abandoned and have it towed ?

Theoretically, unclaimed funds belong to the Commonwealth. If you want to be on the safe side, you can have some one search a person locator data base, and try to find out if they can be found.
