Bank Fraud

Can I file a Fraud Lawsuit against a

bank in State Circuit Court, or do I have to file it in U S District Court?

Generally, it's in your interest to file in a State Court and the Bank may attempt to remove it to Federal Court. However, there may be special requirements about which I am not aware so you should consult with an attorney to have the research performed and to possibly represent you in the case.
