Legal Question in Civil Litigation in Missouri

My husband was given a ticket and must appear in court for animal abuse. A neighbor she heard the dogs next door making alot of noise, saw my husband throw her dog over the fence of the house next to us and then she ran over to get her dog as the other dogs were attacking it. My husband was never in between our house and our neighbors house, he looked out the back door and saw one dog run away but had no idea there was another dog. He heard someone yelling, got dressed, put our 3 dogs in their room, got his house keys and went out our front door to go get the mail. As he got to the street, he had to wait as the one neighbor was backing up, squealing her tires and then left. he got the mail and went back into the house. we didn't know what happened until that night when the police came to our door asked him a bunch of questions and then told us the neighbor saw him throw their dog over the fence. What can he do to fight this since he never did anything and it's her word against his. By the way, animal control has been called on these people several times as their dogs run loose and are always in the street or in someone's yard.
