If when I was arrested for DUI,the keys were not in the ignition and the car was parked,can I be charged with DUI?

Depends where the keys were and other factors. There are a number of cases where the person was found guilty but was not driving. The rule is whether you are in actual physical control.

The technical answer to your question is, "yes." You can be arrested. However, the facts you relate go a long way toward mounting a defense to the charge. I suggest that you should meet with an attorney to review all the facts and circumstances. The penalties for DUI are quite severe.
